EBD is your employee benefits department. We design, select, and administer benefits for you and your family. Our mission is to provide expert benefits management that includes designing for choice and cost effectiveness, superior administration, and promoting healthy lifestyles. 34,000 Oklahoma State Employees Served
EBD is a non-appropriated state agency created in 1992. Currently, EBD provides services to about 34,000 active employees and their families with only 38 full-time-equivalent positions and a budget of approximately $4.8 million annually.
The Council
EBD is governed by a five-member Council of professionals as well as a staff of both classified and unclassified personnel. Members of the five-member Council are: Mr. Bryce Fair, Chairman; Mr. Weldon Davis, Vice-Chairman; Mr. Cliff Peden, Secretary; and Mr. Oscar B. Jackson, Jr., Administrator and Cabinet Secretary for Human Resources and Administration. (One Council appointment is currently pending.) State Wellness & OKHealth Wellness Programs
The Agency & Regulatory Affairs division is responsible for legislative matters, interagency relations, affirmative action, administrative rules, strategic planning, open records and meetings compliance, and special projects. The Benefits & Contracts Administration division handles plan eligibility, contracting, enrollment, and Benefits Coordinators training and support. Finance & Accounting manages areas of accounting, payroll, and flexible spending accounts. The Human Resources division is responsible for developing and implementing agency policies, providing recruitment and selection services, and administering staff training and development programs. Information Services is responsible for all the network and applications architecture, information infrastructure, email systems, and Benefits Administration System. Marketing & Communications manages publications such as the annual option period enrollment guide and video, public information and media relations. The State Wellness Program coordinates and develops wellness activities in state government to encourage participation by employees in health promotion programs. The centerpiece of these efforts is the OKHealth Wellness Program, a scientifically proven, web-based, health coaching program.
Agency Benefits Coordinators
Individual agency benefits representatives, called Benefits Coordinators, are also an important part of who we are. Benefits Coordinators are a vital link to the Council because they provide administrative support at the agency level.
